If I want to invent something...?

I want to invent something and I am working on my inventors notebook so i can patent it... but once I completey fill it out can i get a patent? or do i actually have to test it BEFORE i can patent it? because the materials are expensive so i was hoping

I would submit my drawings and data first for a patent search through the U S Patent Office and make sure that it is an original idea. Proceed from there.
